A Letter to APEC Representatives

Subject: Reaffirming 25 Years of the “Global Channel–TES” Blueprint Legacy

To: Representatives of All APEC Economies APEC 2026, Shenzhen

Dear Distinguished Representatives,

As APEC 2026 opens in vibrant Shenzhen — now recognized as a global center of digital innovation—we are reminded as if it were yesterday of President Jiang Zemin’s invitation for us to attend the Shanghai APEC meetings in 2001. At that time, President Jiang wished to understand the substance of the “E-Commerce Initiative” advanced at APEC 1998: why it was described as a "multilateral trading system," and how it could contribute to national development.

In response, we prepared a concise, full-color leaflet an A4 sheet folded into four A5 pages designed for ease of carrying, explanation, and reading. In just two minutes, readers could grasp the full structure of "VAM & eStore TES," and how the system aligned production, distribution, and consumers toward common prosperity. On that occasion, I also presented President Jiang and the PRC delegation with the book "The Daughter of a Defense Employee" (Din, Linda: 2001), accompanied by the said leaflet, explaining that early adopters of "TES" would inevitably become major economic powers. As shown on page 2 of the leaflet, the PRC’s GDP at that time was approximately USD 1.2 trillion; today it exceeds USD 19 trillion — clearly demonstrating the system’s long-term impact on national development.

This four-page color leaflet — illustrating how "VAM" (the Intelligent Vending Mechanism, aka Virtual Asset Management) forms "TES" (The eStore System) — has since become a document of lasting historical significance. It represents the earliest original proposals for electronic commerce. Initially advanced in 1998 by "Market Access" speaker (lecturer) Linda Din, the proposal contributed directly to the formulation of the "E-Commerce Bill" and was prepared for submission to all 21 APEC economies at the 2001 Shanghai APEC, in support of the "ICT and IPR" initiative adopted at the 2000 Brunei APEC.

The Contemporary Significance of the 2001 Four-Page Leaflet:

1. The Origin of Intelligent Retail:

In the 1980s, Linda Din introduced a comprehensive "Commercial Mechanism" (ComMec), embedding "Tollers" within VAMs and opening “A Door to the Global Market” (see page 1). This innovation laid the groundwork for the modern "cashless" society of the 21st century by integrating secure "non-cash" settlement, real-time supply-chain monitoring, and firewall protection into a single, scalable global channel. The leaflet displays patent certificates from Germany and Japan, and declares patent ownership across multiple jurisdictions, including the United States (2001–2020), China, Australia, and Taiwan.

2. A Prediction Fulfilled:

The 2001 proposal shown that "The Most Powerful Business Model" explicitly targeted the G8 economies as the market and listed population and GDP data for the United States, Japan, Germany, China, and others — demonstrating a clear intention to globalize this Taiwan-originated innovation. The GDP projections shown on page 2, including the forecast of China’s rise from USD 1.2 trillion to global superpower status (now exceeding USD 19 trillion), they were not conjecture, but a strategic roadmap grounded in system design.

3. Commitment to Multilateral Trade:

The "TES" system invented by Linda Din integrates globally familiar vending machines with ATM functionality to create smart VAMs. Through contactless "TranSmart Chip Card" transactions, automated data transmission, and replenishment notifications, initial "Market Plans" were implemented in the United States, Japan, and China (see page 3). In 2003, Australia invited Linda Din as a speaker to  propose "Global Channel-TES" at APEC in Thailand, where it was recognized as a “Best Practice” capable of empowering 240 million new entrepreneurs. From its inception, TES was designed to serve as a gateway for SMEs across all economies to access global markets.

4. A Pioneering “eStore” New-Technology Economic System:

In 2001, when the internet was transitioning from dial-up to broadband and smartphones had yet to appear, the leaflet (page 4) already proposed the concept of an integrated "virtual-physical eStore." VAMs were designed not only for automated sales, but also to function as public telephones, IC-card readers, and transmitters. The leaflet describes how consumers use a TranSmart Card (cashless), triggering automatic payment deduction, receipt printing, and real-time transmission of transaction data via the TSCM software to a central control center — simultaneously notifying suppliers to replenish inventory. This architecture represents the origination of today’s intelligent replenishment systems and big-data management.

Resilient Legacy

Despite nearly 25 years of systemic interference and judicial persecution by entrenched cartel-corruption interests, the originator Linda Din and her vision behind TES — "innovative industries as an instrumental solution to unemployment" —has continued to function,  help people working at home to earn the money from global,  especially during the COVID-19 period. The integrity of its copyrights and the independence of its core technologies remain intact.

We respectfully invite you to review and compare this 2001 blueprint with the initiatives unfolding today in Shenzhen. It serves as a reminder that the most transformative digital trends originate from original vision --"Universal Concern" dedicated to solving fundamental social challenges: unemployment, counterfeit currency, and trade barriers.

We stand ready to cooperate with all APEC members who value original innovation, commercial fairness, and the true spirit of the multilateral trading system. Best Regards

Respectfully yours,

Peter Li-Chang Kuo
